Notice is hereby given that the Board of the Porter-Tower Joint Municipal Authority, Tower City, Schuylkill County, Pennsylvania, will consider the following resolution for adoption at its regularly scheduled meeting on WEDNESDAY, JANUARY 18, 2017 AT 6:30 P.M. at the Tower City Sewer Authority, 860 W. Grand Avenue, Tower City, Schuylkill County, Pennsylvania:

A Resolution increasing the base rate charge to all users from One Hundred Thirty Dollars ($130.00) per quarter to One Hundred Thirty Six Dollars and 90/100 ($136.90) per quarter with the user rate charge to all users staying at a rate of Seven Dollars and 25/100 ($7.25) per one thousand (1,000) gallons of water consumed.

The quarterly fee for well customers shall be a total of Two Hundred Nine Dollars and 40/100 ($209.40).





The annual reorganization meeting for Elizabethville Area Authority will be held on Wednesday, January 25, 2017 at 7:00 p.m. (new time) at the Elizabethville Borough Building, 68 Moore Street, Elizabethville PA 17023. These Notices shall satisfy two separate but related procedural requirements for activities (Request for Release of Funds and Finding of No Significant Impact) to be undertaken by the County of Dauphin.


On or about January 26, 2017 the County of Dauphin will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Grant Funds under Title I of the Housing and Community Development Act of 1974, Community Development Block Grant Disaster Recovery (CDBG-DR) funds, appropriated by Disaster Relief Appropriations Act of 2013, Public Law 113-2 to undertake the following project:

Borough of Millersburg, Dauphin County, PA 17061; Union and East Street Storm Sewer Replacement and Stream Relocation

The project activities to be funded, which are being proposed to repair damage to the storm sewer system and stream channel flooded during Tropical Storm Lee, are located in the Union Street, East Street and Chelton Avenue areas of the Millersburg Borough and Upper Paxton Township tributary to Wiconisco Creek as follows:

The activities consist of improvements to the existing storm sewer systems and the partial relocation and improvement of a tributary to Wiconisco Creek within Millersburg Borough and a portion of Upper Paxton Township. The relocated tributary currently traverses under several buildings via a damaged culvert. The existing storm sewers and culverts are undersized which resulted in extensive flooding of the area due to Tropical Storm Lee. Improvements include: new streambank erosion control and stabilization measures (rip rap, retaining wall) between Center and Union Streets; 60’ of new 48” x 51” concrete box culvert just north of Union Street; 700’ of new 60” HPDE/RCP culvert along Union, East Streets and Chelton Avenue; and 200’ of 66” SRPE pipe to the discharge point to Wiconisco Creek. The activities will enhance public health, reduce flooding, and reduce maintenance requirements by the Borough and Township.

Twelve temporary construction and/or maintenance  easements will be acquired as part of the project. No displacements of residents or businesses are required. Less than 1 acre of ground will be disturbed.

The proposed activities will enhance public health and safety for the residents and emergency responders; decrease the financial burden placed on the residents from future flooding damage; decrease maintenance costs to the Borough and Township to repair flooded streets and infrastructure and clean-up debris from the flooding; and enhance the natural resources and environment of the drainage area.

Total Estimated Project Cost $1,200,000. HUD CDBG-DR Funding is estimated at $935,000.



Dauphin County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional information, which is contained in the Environmental Assessment and Environmental Review Record (ERR) that documents the environmental determinations for the above listed project, is available at the Dauphin County Economic Development Corporation, 112 Market Street, 7th Floor, Harrisburg, PA 17101 and may be examined or copied, upon request, weekdays 9:00 A.M. to 5:00 P.M.


Any individual, group or agency disagreeing with the County of Dauphin’s determinations or wishing to comment on the projects may submit written comments to the Dauphin County Economic Development Corporation, 112 Market Street, Harrisburg, PA 17101.  Anyone making comments should specify which action they are commenting on: the Finding of No Significant Impact or the Request for Release of Funds or both. All comments received by January 26, 2017 will be considered by the County of Dauphin prior to authorizing submission of a Request for Release of Funds.



The County of Dauphin certifies to HUD that Jeff Haste, in his capacity as Chairman, Dauphin County Board of Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the County of Dauphin to use Program funds.


HUD will consider objections to its release of funds and the County of Dauphin’s certification received by a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer or other officer of the County of Dauphin approved by HUD; (b) the (RE) has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency action pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections regarding the HUD CDBG-DR funding must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD, Director, Community Planning and Development, HUD Philadelphia State Office, 100 Penn Square East, Philadelphia, PA 19107.  Potential objectors should contact HUD to verify the actual last day of the objection period.
