Removal of four (4) existing underground treatment units, installation of two (2) new SBR systems to treat an average flow of 35,000 gallons per day, two (2) aerobic digesters and related site and electrical work.

A pre-bid conference will be held at 1:00 P.M., Thursday, March 12, 2015 at the Sewerage Treatment Plant at West Market Street (Route 25), Berrysburg Borough.  It is highly recommended that the bidder attend the pre-bid conference.

No bid will be considered unless it is accompanied by a certified check or Bid Bond in an amount equal to five percent (5%) of the total bid.  The Bid Security shall be made payable to the Berrysburg Municipal Authority.  All Bid Bonds must be accompanied by a Power of Attorney or suitable letter of commitment from a licensed surety company as described in the Instructions to Bidders and Specifications.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or physical disability; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and the Contractor (and any subcontractor) is obliged to make a “diligent effort” to achieve these ratios; and that to the greatest extent feasible, opportunities for training and employment be given lower income residents of the project area and must to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project area residents.

In addition to the Equal Employment requirements of Executive Order 11246, the Contractor must also establish a 6.9% goal for female participation and a 6.2% goal for minority participation in his aggregate on-site construction work force, for contracts in excess of $10,000 whether or not part of that work force is performing work on a federal or federally-assisted construction contract or subcontract.

The Contractor, in accordance with Executive Orders 11625 and 12138, must utilize to the greatest extent feasible minority and/or women owned business concerns which are located within the municipality, county, or the general trade area.

All bidders are hereby notified that in regard to any contract pursuant to this advertisement, minority/women businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex, physical disability or national origin in consideration for an award.

The bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made.  Documentation of such solicitations and commitments shall be submitted concurrently with the bid on Form DCED-CCD-286, MBE/WBE Contract Solicitation and Commitment Statement Form.  Failure to comply with this requirement is grounds for the rejection of any bid submitted. Upper Dauphin Area School District

ACT 1 REFERENDUM EXCEPTION NOTICE

Pursuant to Act 1, the Pennsylvania Department of Education publishes an index % applicable to the School District. The school district real estate tax increase for the next fiscal year is limited to the index % unless the proposed tax rate is approved by voters pursuant to a referendum or the School District qualifies for an Act 1 exception. As a result of special circumstances covered by an Act 1 referendum exception, a tax rate % increase above the index might be required to balance the School District budget for the next fiscal year. The tax to be levied is required to provide a quality education program as reflected in the School District Preliminary Budget.

DAUPHIN COUNTY, AMENDING CHAPTER 20, SOLID WASTE, OF THE CODE OF ORDINANCES OF THE BOROUGH OF ELIZABETHVILLE, SAID ORDINANCE AMENDING SECTION 104 OF

CHAPTER 20 OF THE CODE OF ORDINANCES

Section 104 of Chapter 20 of the Borough of Elizabethville Code of Ordinances is hereby amended to read as follows: 

§104. Preparation of Municipal Waste.

Each person shall prepare his/her municipal waste as follows:

A. All municipal waste shall be drained of liquid insofar as practical and shall be placed in sanitary closed containers not exceeding thirty-two (32) gallons in size. Rust resistant metal or plastic garbage cans may be used provided they have been manufactured specifically for the home storage of solid waste. All refuse which cannot be disposed of in containers, shall be assembled, boxed, or bundled separately in such a way that it can be handled conveniently and will not be disseminated by wind, animals or otherwise while awaiting collection. All refuse, except bulky waste, shall be placed in units which can be handled by one (1) person and shall be placed in containers or piled and assembled in such way to facilitate collection.  Except for bulky waste, no single bundle or container shall weigh more than sixty (60) pounds. The same shall be placed within fifteen (15) feet of the public street thoroughfare, access or alleyway where the hauler's vehicle will park to pick up the municipal waste, garbage, refuse, bulky waste and other materials to be collected or disposed of.  [Ord. 319] (Ord. 306, 12/11/2000, §4; as amended by Ord. 319, 12/13/2004, §1)

B. All sanitary closed containers (garbage cans) are to be placed at curbside or other designated pickup areas no earlier than 10:00 AM the day before scheduled or due to holiday modified trash removal day. 

C. Plastic garbage bags may be used only if they are stored indoors, and then placed at curb or other designated pickup area no earlier than 9:00 PM the day before scheduled or due to holiday modified trash removal day.

D. All sanitary containers (garbage cans) must be removed from curb or other pickup area no later than 10:00 AM the next day after the trash removal.

E. Storage of garbage cans and other municipal waste receptacles that can be seen in plain sight of the public when observing the front or street address side of homes, business, apartments and other buildings is prohibited unless containers are hidden by screen, landscaping or other permitted enclosures. The exception will be for the short term rented / leased waste dumpsters due to construction and or remodeling. The waste dumpsters must be removed within 7 days after such construction type project is completed.

Pursuant to Section 3031.10, it is the right of the Chairman of the County Committee of each political party which is entitled under existing laws to participate in Primary, Municipal, Special and General Elections within Dauphin County, and the chairman or presiding officer of any organization of citizens within Dauphin County which has as its purposes the investigation or prosecution of election frauds and which has registered its name and address and the names of its principal officers with the Dauphin County Board of Elections at least fifty (50) days before the upcoming election, or of their respective certified representatives, to be present during the preparation of the electronic voting system and its components and to see that they are properly prepared and are in proper condition and order for use. However, such representatives shall not interfere with the preparation of the electronic voting system and its components, and the conduct of such representatives may be subject to such reasonable rules and regulations promulgated by the Dauphin County Board of Elections.
